I can’t figure out the purpose of this fence.

It is bolted in place, by the way.

It’s obviously a jail for midgets, whose roof had been blown off during Katrina.

I guess it’s just a place where people can lean against, or hold objects on while they’re on a walk. I don’t know. That’s pretty interesting.
