I can’t figure out the purpose of this fence.
It is bolted in place, by the way.

It was probably a way to keep the dogs away from the plants.

my first thought was makeshift bike rack.
The balcony that fell to earth.
trash cans, this way they don’t blow away, tip over, or float to far.
I was thinking for trash cans too.
Oooh, I love it! I could write a whole gothic story about how it leads to another world beyond that wall.
It’s obviously a jail for midgets, whose roof had been blown off during Katrina.
I guess it’s just a place where people can lean against, or hold objects on while they’re on a walk. I don’t know. That’s pretty interesting.
A door appears in the wall inside that fence one night every 33 years, during the peak of the Leonid meteor shower… wait a minute! That’s tonight!
I like the bike rack idea.
Different masonry — perhaps there used to be a window…or a cask of Amontillado.
