Wear red shirts Star Trek style, take videos of people in red shirts walking in front of City Hall, police stations, the court buildings - no permits required - and stage a little performance art in a city known for spontaneous street installations and movements. Have a RedShirt festival. Film it, intersperse it with comments made by Nagin previously. Fight back, art style.
